Chapter 3.5 - Can't progress game - "Clear blockage in the sewers (right below Bobo's farm)

I need 3 missions to complete the quest and assemble a device:
One part comes from the junkyard (I did this)
Another part you get from Bobo's slime farm
Final part you get from the crazy scientist's robot (I did this)

The quest's description is: "Clear blockage in the sewers (right below Bobo's farm) ". I literally have been to every place in the game twice, I even walked through all of the sewers 3 times. There is no new route noticeable anywhere in the map, or in the sewers.

If it makes a difference:
Both the Junkyard guy and Bobo are missing, only their "sidekicks" are there. This was acknowledged by their "sidekicks" as well, so it doesn't seem random.
The delivery guy boss is missing from the tower. (I already did the quest a long time ago)
The mechanic who is fixing the super neuro trainer at Silver's Gym has a "!" over his head, but I can't talk to him. (I did the quest already, so I am not sure why he has the symbol)

It's in the sewers it's like a long pipe that you have to click on

Thank you, I didn't even notice that, usually the game makes a part of the sewers map glow if there is anything "new" in there, guess the devs forgot this time.
