I'm wondering if it's my hardware or software... I have a pretty new "gaming" computer, so this irks me quite a bit. I could try to run a virtual machine and see if it might be the OS causing it (I have windows 8.1)... I'll let you know how it turns out.
'netsh winsock reset' in an elevated CMD and a reboot did the trick. I have a program that came installed with the computer called Qualcomm Atheros Killer Network Manager. Something with that had ♥♥♥♥♥♥ up my network connection. But the winsock reset made it whine when I rebooted, but I kept the changes and I'm flowing in the game now.
No more 3 second delays on hits!
