Had the same issues, have you tried checking the game cache?
It sounds like you might be missing some files, the best way to find or fix this problem is to right click in library > properties > local files > verify integrity of game cache.

I wouldnt say that, remember this game has its own laucher +not everyone plays via steam.

I submited a ticket and was told

"- wait for a few minutes before trying to access the game again
- restart your PC then try to log back in
- run the game as administrator (If you are running DN from Steam. To do this, you must locate the DragonNest.exe. You have to go to Steam> Steamapps > common >Dragon Nest and locate the .exe and right click it and select Properties > Compatibility tab > Check the box on "Run this program as an administrator")
- exclude the (Dragon Nest) client from your anti-virus program
- delete and install a newly downloaded client (kindly make sure that you do not have any game modifications installed in your computer and also deleted the remaining Dragon Nest folder after uninstalling the client.)"
