Can't change system settings

So for the past year i've been playing Dragon Nest and i've always just manual dealt with this problem but i can't take it anymore. Every time i launch Dragon Nest it forces itself into fullscreen in 1280x1024 at the highest graphic settings and blasts everything at full volume. I've seen threads saying to take Read Only off the config folder but that didn't help. I've also tried running the game as admin. Please help?
