Need some help with last couple loose ends

I'm nearing the end of the game and I am having trouble wrapping up these two:

Horrified Ghost-
A ghost on the beach claims they were murdered by a vampire. They want me to find some evidence.

Who Killed the Holy Seal Marshals?
If the Marshals were body swapped, the bodies must have come from somewhere close by.

I have no clue on the first one, the second one I have evidence that Akiko transferred two prisoners that were never checked back in but the game isn't resolving the event so I am probably missing something.

Actually figured out the first one just now while working on the second one, for those googling the solution was in Doctor Doom Jazz's clinic, off the Syndicate HQ.

for the last one: near the first foot bath you encounter, near the syndicate building, there is a building with a door with a nightmare computer and door on the back entrance, I think you need all the upgrades for it and you find evidence of the prisoners being stored there
