Helper of the Murdered Ghost

Hi! I need help with this achievement. Is the only one I have left. Does anyone know the location of the ghost? I searched everywhere and I cant find it. Thanks!

The ghost is located in one of the apartment highrise buildings near where Lydia and the car are. You'll need to find the severed arm, which is on the beach between where the car is and where you learn the key for the second Holy Seal, IIRC.
