Can't get to the prison bridge

I'm having a hard time getting to the cell because I can't get to the prison bridge. I think I see it outside the sewer, but I don't see a way to get inside it.

There's a hole on the side of the bridge you can enter that's also a clue to inspect. If you are facing the ocean towards the island where Akkio and Henry are, it's on the right side

Check the shoreline close to the prison island.
