Nine Ladies Stone Circle treasure
So I'm sure we've all noticed that near where you meet the druid at Nine Ladies, is an underground chamber with 4 locked gates, and treasures visible behind the gates. I have repeatedly gone back to this place to see if the gates have opened after liberating each region, but they've stayed shut. I've now completed the game, killed the Sheriff etc. I went back, and they're still locked!

Has anyone found a way of getting through the gates? If so, how? And what's behind them?

it seems the doors open if you reach 100% in the regions

Yes, each region's 100% reputation completion rewards you with a key.
Got first and the reward was backpack that goes into special inventory space (weights nothing, takes no extra slot) granting extra 24 slots and 50 carry weight for the primary inventory
Going after my next region 100% today, cannot wait to see what is the next unique item!

Must say that rewards are quite underwhelming... excluding backpack.

is it still possible to get stolen loot items after completing all main and side quests in each region and doing almost all camps?

Only quests, triggered events, clearing POIs, and returning stolen goods contribute to region reputation. And there are a finite number of each of those in each region. If you don't have more of those things to do in a region and you're still not at 100% then you've either not fully explored the map and not stumbled across every last one or you've failed some events and/or sold some stolen goods instead of returning them.

Once all of those things have been either failed or completed in a region then there is no legitimate way to ever get any more reputation in that region.

If you would complete fully all events quests and stolen goods You would have 100% in said region. Pro tip Triggered events only appear on a roads that have different color. Cart on redish road and tax collector on greenish one. They stand out on map and are usually looped .
