Personally, I think Valve should cap how far in advance a studio/publisher can put a page up on Steam. That way this sort of thing is not only avoided, it would also incentivizes developers to actually produce a product.
It's just that the project is obviously in development hell, along with their other casual job sim game (Autopsy Simulator), which is apparently being remade simultaneously with this project.
Based on what the devs wrote on their Discord server, they are still looking for a publisher. Honestly, at this point, I think they should just prepare a solid pre-alpha version and put it on Steam as early access. If it scratches an itch, the community will likely kickstart them with sales - if not, then likely no publisher would finance the game either. A risky move for sure, but it worked out for Wreckfest back then.
