Game cant start,

hello,
this happened about 6 months ago and i was hoping new updates would fix the issue but alas here I am haha,

when I boot up the game it just shows the loading splash and I can let it sit there for an hour and nothing will happen,
in task manager the game is in background process's and not under apps so I believe its never fully initializing.

I tried reinstalling, verifying files, and also deleting the GameSettings_SaveSlot.sav milo was talking about,

and I have not been able to play and I hope I can fix it because I miss this game, anyone know a fix ?
