quest help

I cannot find the Amulet for the dead lady in the Goblin Mine ruins, I go to the marker and the marker is like 30 feet straight up in the air in the middle of one of the ruins and has the sigil looking thing under it, but there is no Amulet anywhere in the area, I looked below ground and even tried grapple hook to swing out to the marker .. nothing.. is the Quest broken? or Am I just a dummy and am missing the Amulet right in front of my face ?

Go to the second floor in the back (up the stairs) and then look at the skeleton laying on the slab. The necklace is on it's chest.
