Falling through the map infinitely

My character entered a city and instantly started falling through the map. I tried reloading the save, still falling. Tried restarting the game, didn't work. I don't even have the option to bring up the overworld wheel.

Is there an unstuck button or something? I'm only a few hours in but I don't want to restart if I don't have to.

edit: Ok I managed to fix it after a few restarts and trying to fast travel again!
