On my screen I use the "Caps Lock" and "Alt" key for the hotkey access. That seems to work for me. Not sure about the slow motion, haven't used it or re keyed so I don't use it. Half the time only use the hotkey for speed potions or muffins. Try to have a few hundred or so. They get used up a lot.
On my screen, its "Caps Lock" key, then I press number 1-10 for spells. For items, on my screen its "Alt" key then I press 1-8. Couldn't get screenshot of the "Alt" key to show on left side of screen.

If you're trying to add items (such as potions and foodstuff) to these hotbars (on the bottom or Caps one on the right), then you can't, these hotbars are for skills/ spells only. For items, they're automatically added into Consumable bag you can open with "R". Granted, there's no way to rearrange it or anything afaik, and when you have a lot of items, it's still messy to find what you need, but still better than opening Inventory and scrolling through all the items you have. I believe there are some suggestions to improve this already, so hopefuly the dev will work on that too eventually.
For skills/ spells - when you level up, you get a skilll point that you spend on unlocking skill you want (be it melee, ranged, magic, whatever) in Skill trees (opened by L or through tab). After that you have to go to Skill book (opened by K or through tab) to find the unlocked skill(s), that then you can drag it to the hotbars (both the bottom one or the one on the right) and you can activate it by pressing corresponding number (switching the two bottom tabs by ctrl), or holding Caps and the corresponding number for the bar on the right.
Just always be aware that this game is Early access, and some mechanics, skill and spells, and whatever else might be bugged sometimes and not always working as intended.

Yeah thanks, I misread a tutorial tip early on (I blame my dyslexia) and was SO confused. I figured it out fortunately!
For the LEFT Side Hotbars:
Press Z (this will open up your assigned skills, like a Radius)
Press R (this will open up your consumable bag) Drag said item to the Z "Radius"
Press Left Alt to access "LEFT Hotbar" and press 1-8 to activate said items.
For the Right Side HotBars:
Press L (to open up your Skill Tree) (click on said skill you want to learn/active)
Press K (to open up your book. drag said skills/spells to the right side hot bar).
Press Caps Lock (to access your Right Side Hotbars, press 1-0 to active said skills.
When you open your book (Press K) you can also drag skills/spells to the bottom of the screen in addition to the right side hotbars. Basically (for now) you can have 20 said spells/skills. The 10 in the middle at the bottom of the screen and 10 to the right side of the screen.
Hope this helps, if not let me know. Also you may want to reset your ui/command settings to your specific play style. The above is the default version. Which ever works for you.
I had to reset my K to B (B for book, I remember it better that way lol. I use G key instead of Z. Seems faster for me to press G then for my pinky to press Z. Anyways which ever works for you/anyone.
Hi, I found this out myself, but my hotbar doesn't seem to be working properly. The only time I can use the spells is if I press my Z-key and press the buttons with my mouse pointer :s
Edit: I do have to point out I remapped my wasd keys to arrow keys, because as a left-hander using an azerty-keyboard, wasd always seem to be a problem.
