Can you kill civilians?
Can you for example massacre an entire town? Asking for a friend

I haven't tried, but I've heard other players have managed to kill NPCs in towns. I would assume it won't let you kill questgivers.

Hello. There are some NPC you are able to defeat in towns. Some you can not. Also you will get a bounty on your head. You can pay off your bounty to one of the guard in town (I forget which). But if your bounty is too high, that is if you end up defeating a lot of the towns folks, that one guard, or guards you need to talk to to clear your bounty, will attack you. Wont be able to clear your bounty.

Also if you Pickpocket and get caught, you get a bounty too. Not sure if you able to buy/sell. Didn't try it at the time, was busy killing all the NPC that I was able to engage in town. Ended up reloading last save file lol. Not sure if you can do quest, haven't tried that yet.
