True, developers sometime run out of time and money, so some stuff gets buried in code and content libraries. Heck even in blizzard games you will find unused models, sounds, fmvs, etc..
Theres a song in C&C gold that wasnt used, called "Die" for instance.
In diablo 1 theres an alternative fmw cutscene for when encountering the Butcher, that was never used, but still resides in the game's content structure.

scratch their heads, and release a mod or patch with it, and add a little bit to it so it makes sense.
You know, even Worms2 had a speechbank editor that came with the game, back in the day.
item a lot of times the game makers run out of time and have no choice it is a sad thing that games are relased this way
