You can also play with 2 or 3 of you want but you'll likely be at a slight disadvantage. Nonetheless I've seen multiple situations where a smaller crew wins a game just because they're truly working as a team against a team that doesn't.

1-4. Sometimes matchmaking bugs out and a couple ships are spawned with a single crewmember with the rest being spectators. But normally all ships but the sloop are for 4 players and the sloop is for 2 but I never seen it spawn. Seen other people report sailing on a sloop, however. Don't think there are technically any ships intended for 3 crewmembers.
