I think I found the cause. If you go into this link, it seems to be a problem with window updates. KB3099229 Media feature pack needs to be downloaded, but KB3010081 Media feature pack has been downloaded in advance, making it impossible to update. If you go in here, there is also a solution. In the worst case, you need to initialize the window and receive KB3099229 first to solve the problem. However, this is a limited problem that only occurs in most of Korea, in the unusual version of KN Windows, and if not, it is better to find another way.
I'll tell you how to solve it. Remove the xinput1_3.dll file from the system32 file, syWOW64 file (back it up just in case) and download Directx back to the latest version from the Microsoft website. I hope this solution works for you, too.
