Sadly due to Doyle Estate, they're forced to region block Japanese to Japan only. CAPCOM usually lets you choose Japanese language as AA1-3 Collection had that option.

Edit:
It could actually be a mistake and they forgot to tick JP language as the store page itself is not region blocked.

japanese company releasing japanese game without japanese localization?

Sega did it with yakuza too lol, Yakuza 0 could be played in Japanese but Yakuza 7 couldn't
Capcom, please release it in Japanese as well!!! I plan to buy both the Steam and Switch version, I'm hoping both versions can play in Japanese and English.

If Capcom can not do it due to legal reasons, Japanese modders can do it for PC. The script is ready after all.

the Japanese store when you put the language in Japanese says the "Japanese version will have Japanese texts", plus SteamDB lists an Asian version which I guess it's the one with JPN texts

the advertised dual audio, the game dos not have full audio, and the japanese text still include the unchanged characters and puns so they cannot include japanese text in the global version cause they will otherwise get sued.

but for the little voice acting that is available it should not be an issue since its diffrent to have, maybe less then hendfull of watsons and holmes mentions, as opposed to including them into the core story in text without the name changes.

The character of Sherlock Holmes is public domain worldwide. Why Capcom decided to change the name, I don't know, but even if they were worried about being sued they could region lock the US version, as that's the only region where a handful of Holmes stories (and to be clear, not the character itself) is still under copyright. If it's okay to release the Japanese version in Asian regions, it's also okay to release it in the UK, Australia, etc.

You shouldn't be defending this because Capcom have zero legal liability here.

The court in Klinger v. Conan Doyle Estate ruled that the copyright protection over Sherlock Holmes’ entire character does not extend because of those works not yet in the public domain. The stories released after 1923 are understood by the court as derivative works of the original Sherlock Holmes stories. The court noted in Klinger that copyrights in derivative works are only granted protection for the additions of originality attributed to them.

the issue is some of the stories are not inpublic domain, wich cases take characters and some insperation from, as well as addition to the character from the books that are still protected.

In the 10 copyrighted stories that they own, the estate observes a Holmes who is more empathetic and given to expressing emotion, so they argue that these characteristics are copyrighted to them.
