It could actually be a mistake and they forgot to tick JP language as the store page itself is not region blocked.
Sega did it with yakuza too lol, Yakuza 0 could be played in Japanese but Yakuza 7 couldn't

but for the little voice acting that is available it should not be an issue since its diffrent to have, maybe less then hendfull of watsons and holmes mentions, as opposed to including them into the core story in text without the name changes.
The character of Sherlock Holmes is public domain worldwide. Why Capcom decided to change the name, I don't know, but even if they were worried about being sued they could region lock the US version, as that's the only region where a handful of Holmes stories (and to be clear, not the character itself) is still under copyright. If it's okay to release the Japanese version in Asian regions, it's also okay to release it in the UK, Australia, etc.
You shouldn't be defending this because Capcom have zero legal liability here.
the issue is some of the stories are not inpublic domain, wich cases take characters and some insperation from, as well as addition to the character from the books that are still protected.
