Will we be able to convert to the nomadic government from other government types besides landless? I don't know if there's any examples of settled people becoming Nomadic but it seems like even now in countries that are part of the Steppe there's a part of the population that is still nomadic people. Being able to convert under certain conditions could partially represent the endurance of nomadic life in these areas. Perhaps as long as our realm capital is in the Steppe and some other requirements to represent subjects not wanting to change their whole society so easily we can become nomadic?

Is fertility being applied to the whole map? I keep hearing mentions of the "strongest khan on the steppe," "seasons in different parts of the steppe" etc how will this all work if we have nomads in the Sahel or as a Nomad want to stay Nomadic in say Europe.
