I see this fix removes having to pay for your kids to learn a language because "you're already paying a tutor for that" BUT this is a moot point when you can't get your kids to learn a language AT ALL because of the bug that's existed since Roads to Power launch whereby the scheme just doesn't fire. Someone on the Forums (thanks MaidLaika :-)) has gone through the game files, and it's because the scheme code instructs the child to learn *your* language (that it already speaks), not the language of the courtier/vassal/etc. you've selected. It's very frustrating that they'd fix a relatively minor issue when there's a huge underlying bug that stops pay-to-learn even being relevant as you can't learn at all, whether you pay or not! (NB I have obvs reported the bug, the day after RTP launch).

Under education interactions in the character interactions folder in the common folder of the game it has TARGET_SCOPE = scope:recipient
It's supposed to be TARGET_SCOPE = scope:secondary_actor
