silly noob question about syncing/transfering

I want to play my main game on a diffrent computer. It is bought on steam and played on [pc "A"]. It was on cloud-save for a bit, then it stopped appearing on the other pc (pc "B"), if i enter playsets>that one it reads as so: "Playset not eligible for syncing. Playset does nit contain any Paradox mod. Such playsets are not eligible for syncing"

What to do? If i disable all workshop mods and remove them, it still wont let me sync it up. I have DLCs (legally bought) but i dont think that should interfere? Is there a way to somehow manually copy the files (i know there should be, but im a low-iq bastard and dont know what to even look at) from A to B via usb or sth? Where to look for them, what to select, where to put next? Can I clone it? I literally dont understand anything and looking for help online how to transfer a playset only i can find about "you can just use cloud sync :)" which well it wont allow me...
