Restore Direct Imperial Rule as Tenno can lead to bugged permanent regency

Started as Tenno in 867. Managed to politic my way to restoring direct imperial rule (i.e got rid of kempaku, took the restore direct imperial rule decision'. Played normally for a few generations/characters. I hold the Empire of Japan title, primogeniture succession etc. I went on a big long Grand Tour (Taxation) as the emperor/tenno. My regent got entrenched, no biggie - swing the scales down to zero when I get back, try to dismiss - not allowed to dismiss regent because 'you hold the Chrysanthemum Throne'. Can't dismiss regent, permalocked in. Can't appoint people in the line of succession of the 'ceremonial monarch' to governerships. Can't even form duchies to build duchy buildings though this seems intended.
