24H2 was a horrible buggy patch from MS and they don't even acknowledge it.
When you start up the game, press Ctrl+Alt+Esc to pull up the Task Manager
Right click on CK3.exe and click "Go to Details"
Under the Details menu, right click on CK3.exe, then click "Set Affinity"
Un-check half of the cores dedicated to the game.
Unfortunately this doesn't prevent the game from crashing but at least it doesn't kill your PC so that's something. I guess we'll have to wait for Microsoft to give us another OS update in order to properly play this game again...

Not happy about this, devs should play their game after every potential update to ensure no GLARING and OBVIOUS issues are there lmao.
I updated my windows too and everything else is up to date.
This helped me as well. Didn't completely fix the issue, but definite improvement.
