Both PDX and Microsoft are dragging their feet to fix/adjust to the update. I've found that doing a full clean install of the game and deleting the CK3 documents folder gets the game to run fine for a couple of days.
Lesson of the day I guess, is to make sure you have some system restore points before major windows updates.
I had to get not one, but two recent intel CPUs thanks to their manufacturing/microcode issues, a 13900k and a 14900k.
The neat side is that if it really turns out to be a CPU issue you could probably get a replacement as they've extended the warranty by 5 years(?) thanks to these problems.
In both my cases I just bought a new CPU imediately and asked for a full refund from their RMA instead of waiting for a new one.
You could try using some stress tools like aida64 to see if any of the components running at 100% can cause your PC to crash.

I can't speak for everyone, but rolling back to 23h2 and reseating my ram did stop all issues with the program hanging and my computer crashing.
Edit: As an fyi for anyone that does rollback. Use the 3rd party InControl app to stop auto-updates for windows, but still allow security and driver updates. Support for 23h2 will continue until November, in which case we better hope 24h2 is stable and our cpus still supported.
*after about an half hour or hour of playing the game has a stark slowdown to 1-2 FPS
and after a few seconds it crashes the whole computer and has to be restarted which is EXTREMELY uncommon.
