Report a translation problem
Usually it takes under a minute to load the menu and few seconds to load a savegame on a proper CPU/RAM and SSD storage.
Verify files on Steam to check the game's integrity.
Update graphics card drivers if you haven't already.
If you have mods or custom files remove them from the main files and start from the Paradox launcher the Initial Playtest option which is the default configuration for CK3.
I reinstalled the game on my SSD and the game booted up in seconds.
Kinda used to it now (i make a coffee), but i'm sure it didn't take quite this long when i first had the game...seem to remember the music kicked in quite quickly too.
My spec is decent, but certainly not spectacular - i5 8400, 16gb ram, nvidia 1060 (3gb), installed on a HDD.
EDIT...from research, it seems the game pre-loads lots of compressed data when you first start of game, so that the game runs well when you play it.
