Bug: Cannot recruit Executioner

Description: As a landed Adventurer (top-level liege, Kingdom-tier), I have the option to recruit prisoners as Executioners, but after release with that proposal prisoners do not become Executioners. Possible cause is the Adventurer building "Kennels", which unlock a different execution option, or the fact that Adventurers can't have Executioners.

Steps to Reproduce: As an adventurer, become top-level landed (independent king), imprison a character and offer to recruit them as an executioner.

Game Version: 1.13.1; this bug was also present in 1.13.

Platform: I encountered this issue on Windows.

Afflicted Feature: The recruitment of an Executioner (Court Position) and the prisoner system.

Extra info: Started as a Kuzarite character. I could not recruit both before and after reforming it.

I'm also affected by this bug. In my experience, however, it has nothing to do with whether you were an adventurer or not. For me, the bug also occurs with characters who have never been adventurers but are simply feudal rulers.
