A suggestion that may help is maybe try to re-sync the game with the Steam server? Otherwise, restart your computer, as sometimes its just Steam being wonky and weird, and the saves aren't actually deleted, the servers aren't connecting you to your saved data.
So, the obvious answer is never rely on cloud saves. It can be convenient, but there is no such thing as "the cloud". It's all servers in warehouses, paid for and fed by someone not us, linked more or less reliably, but even the best will fail eventually. I repeat, there is no cloud, just networked servers and storage.
Start a new game, save locally, and go from there. Or continue whinging about something no one can fix.
PS, Steam support has been excellent for me, even outside the refund window, if I had a good reason. I'm pretty sure "I lost my cloud save" doesn't count as a good reason.
