1: Never depend on cloud saves. If it's important to you, save it on your local drive. Remember, there is really no such thing as the cloud. It's warehouses of servers in Texas and Kenya and Vietnam. And they all fail sometime. Nothing important should EVAR be trusted to "the cloud".
2: Lock your games down. Especially turn off auto-update. That is the game-killer. Only install updates or DLC if they've been out for a week or more and you've done your due diligence.
Cloud saves are a Steam issue. Try contacting Steam Support. They also do not tell you but there's a limit on cloud file size - which is usually not an issue but if you are running poorly coded mods...
