Else, are you using a VPN?
Manifest + Steam is often the issue with Antiviruses, but VPNs could also cause it.
I did try the verify the integrity of files option, I don't quite see how that helps since I have an issue installing the game in the first place so there are no files to verify but regardless it was to no avail. I do not have a VPN. Thank you for the reply nonetheless.

Thank you, I will check that out. I can confirm the issue is only with CK3, I was able to install HOI4 no problem.
