changing my settings

Im trying to play the game on a lower end laptop and it takes a while for it to initialize. i wanted to change the settings but when they take effect the application stops responding. is there a way to change the settings before launching or another fix?

If you have Nvidia Geforce Experience you can use it to modify game settings outside the game. It has a "optimize" buttton to instantly choose settings for you and you can even click the spanner to lower your settings if you want. But I guess it requires Nvidia GPU, don't know if other gpu makers have something like it.
Don't know any other way to change settings without being in game.
