Sword of Japan achievement how/what?

So I don't understand what I'm suppose to do here.
So I have to start as ceremonial monarch, check. This guy can't do ♥♥♥♥, so I installed myself as Emperor by faction demand, get the tech necessary for level 3 crown authority (whatever the Japanese call it), switch to the law that can actually declare war, switch to strength, and rebuild my fractured bloc. So far so good. But I need to have Japanese Regency succession to take the decision to convert to Sōryō to fight the war to become the Daijō and restore direct rule, which requires the de facto monarch and ceremonial monarch to be split, and the same person holds both titles (me). But I have to start as ceremonial monarch, and I can't... retrofit the government to do all this other ♥♥♥♥ without being de facto monarch right? and I can't seemingly abdicate the ceremonial monarch to some other ♥♥♥♥♥♥♥, so what exactly am I suppose to do to take this decision?

I got it a little while ago, but I didn't have to become soryo. I just had to get level 3 crown authority and the kampaku title (the actual emperor) as the (ceremonial) emperor.

I already did that though. Did you take the kampaku via faction demand or via election? Because I'm guessing that's what screwed me.

I dont understand you dont need to convert to Soryo, I did it by being next in line to the Kampaku and stage a hunting accident, I chose direct imperial rule and the achievement is done, surprisingly fast and easy I say
