Getting my liege to create Empire title?
So I'm trying to get my liege (King of Scotland) to create the Empire of Britannia. I've helped him take all of Ireland, all of Wales, and almost all of England. He has enough counties to create the Britannia title.

I've given him enough gold to push him to 1600, but he won't even create either the Ireland or Wales kingdom title to meet the Britannia requirement (2 kingdoms), and thus won't create Britannia.

Any idea why? Is it just his personality? I managed to convince him to let me raise his heir and ended up making him ambitious, so maybe his heir will do it?

Still having an issue with this after my liege died and his ambitious son took over. It's been close to a decade of him ruling and he's not forming a second kingdom, or the empire title, despite having all of Ireland and Wales. He also now has all but 6 counties of England, but won't usurp the England title.

The 2 previous rulers had all of Ireland, and the current ruler and prior ruler (his father) have had all of Wales and enough to form the Empire of Britannia for decades. I thought maybe the previous ruler didn't have the correct personality, but this current ambitious ruler I would think would be creating the empire.

No Reforming Portugal, Steward of the River, etc, even when it can. And its not like AI wont form an Empire. Francia & Iberia come to mind as Empires that get created by AI.

Maybe you need 100% before it does?
If that were the case, I would expect that they would have created Ireland and Wales already, but they sadly haven't. These are also all de jure kingdoms and empire that don't need any decisions to create.

Normally, I would, but I ultimately want to be a vassalized king under the empire. I prefer the vassal game.

I'm not playing Ironman (and have most/all of the achievements I can get with my goals this run), so I may end up just switching characters, forming the Ireland and Britannia titles, then switching back). That said, I shouldn't have to do this as I think the AI, especially an ambitious character, should be forming the extra kingdoms and the empire title to become an emperor.

So he's above Confederate Partition? Even "The 2 previous rulers had all of Ireland" must've been, too, otherwise the AI wouldve created Ireland long ago...unless he's lucky enough always have just one heir.
Yeah, it's the 1066 start Feudal Scotland. He's using regular partition, so titles get divided up, but new titles aren't created. There's been a couple successions where duchies get divided up between brothers. The line of kings has created duchies no problem btw, they just got some reason won't create kingdoms or the empire, despite having the land and gold to do so.

Regarding personality, the current king is ambitions and diligent. I would assume that would be ideal for them wanting to form titles.
