Peasant Leader Question

So, Collective Lands is a Realm tradition that causes Lowborn characters to become Peasant Leaders if you give them a county.

Now, I swear I saw a new culture or a religion with a tradition/tenet that gave some kind of bonus to Peasant Leader, but I don't remember what that is off the top of my head. Does anyone know what I'm talking about?

It's a Cultural Realm Tradition called Collective Lands , it has no mandatory requirements and the Cultures that starts with it is Kamrupi

Yeah I know that, that's why I mentioned it in the very first paragraph and bolded it so that anyone entering the discussion would immediately see it. That's what I was hoping, at least.

I'm pretty sure there's some kind of new religion that makes it a pious trait or some culture that gives it extra additional bonuses or something, which is what I was asking about.

Communal Possessions is the Tenet you're thinking of but it's super restricted , only Khurramism and Mazdakism start with it and you can't give it to any other faith, even one created from them outside of modding.
