Levies?

I'm encountering an odd issue where my total available levies do not replenish, or replenish very slowly. Google searching has led me to a fix whereby I raise all my troops and levies and then immediately disband them to get them to start replenishing again. This works for a very short time and then suddenly my levies stall again. I've been stuck at about 2k levies out of 7k possible for a long time. I must be missing something.... Can anyone provide any pointers?

Are you in debt? this prevents levies from replenishing
Being above holding limit cant slow this down a lot depending on how many holdings you are above too.
Low control level in counties can slow down or even lower your levies limit too
And finally, are you sure you didnt forget any levies army somewhere on the map?

No i'm not in debt, though i have little income (scandinavian elective is fun). I'm not above holding limit and am actually below it, and have not forgotten any levies anywhere

Sorry i edited the post, check your control level in your counties too.
If its not anything i wrote above, then im sorry i dont know what it could be. I know there was a bug like thiss a few years ago where you had to raise and unraise your armies a few times but besides that, i really dont know

I know vassal opinion has somethign to do with available levies...but my issue is getting to what is available.

Oh this might be it.
Do you have special soldiers? Like soldiers you get from events or decisions? If you get like 5k levies from special soldiers, they will not replenish and they will only dissapear from your levies total count when they ALL die. so if you have like 30 ssoldiers remaining(from the special army) it will show that you have 5k(total) but they dont replenish.
Thats my last solution

Hmmm...none that I can remembe,r unless you start the norse campaign in 867 with those 5000 soldiers and those are "Special" soldiers.

Do this: Raise all of your army, then click on the ''split off new army'' button on the army screen at the lower left of your screen.
Check if any of your regiments have a big round orangish symbol after the regiment name(i THINK its 2 swords or 2 axes inside the symbol). If they have it, they are special soldiers and will not replenish.
And yes, depending on where you start you get special soldiers(jorvik,ivar and some others)
OR ytou can click on your military screen and hover your mouse on the ''total soldiers'', check the list and see if it mentions ''special soldiers''

The OP is doing something very..... VERY wrong. Your levy pool can't just stop at 2k Levies and not replenish to 7k troops, 'just like that'. You have only 40 hours in this game and are clearly making a ton of obvious errors.

The solution could be any number of things.

Just to list a few off the top of my head:

Your above the Domain Limit.
Your above the Vassal Limit.
Your County Vassals have not been given 'Right full Liege'. (Translation: Their Heir does not have a Duchy Title)

Your running Autonomous Vassals instead of Absolute or High CA.

I could go on and on....

Well, aside from the fact that everyithing you said the OP has already answered. Those things do not cut levies reffiling, they just decrease levies max amount. So they dont influence on that problem.

Debt can do this, having special soldiers that do not replenish but count towards your maximum can do this, among other things.
Anyways, i think he has special soldiers and maybe dont know how they work, which is why i was trying to help.

my initial thoughts on this is probably special soldiers as well, since they can count towards your total levies and dont replenish, hard to be certain unless seeing the screen or having more information though
