How in the world do I download Elegance of the Empire?

For some reason I literally can't download Elegance of the Empire. Everytime I click add to cart, etc all it says is error, please try again or at a later time. Wtf isn't this free? Anyway to download this?

It came with the Chapter 2 bundle from last year. I'm not sure if you can purchase it by itself and I don't see the Chapter 2 bundle for sale anymore.

You should be able to "purchase" it if you own all of the other Chapter II items (Tours & Tournaments, Wards & Wardens, Legacy of Persia), but due to a quirk of Steam you need to have an item that actually costs something in your cart alongside it for it to process correctly.

We're looking into getting it sorted, but no ETA or anything like that at this point.

If you get the new DLC or anything, just add it. You can get it that way from what has been said.

I am having the same problem. I purchased Chapter 2, but after liquidating Chapter2, the Elegance Of The Empire add-on disappeared from my account. And I have no way to install it.
Please make this add-on paid with a one cent price or other nominal price and I will just buy it.
