As in you need DLC to use what seems to be QOL features, otherwise you'll be limited in what you can do.
An example would be not having extra options for activitys, just doing a T1 when DLC would give you T2 or T3 of said activity.
Their model is to add QoL and major mechanics free. Flavor and extensions on mechanics are paid.
They are using the idea of "anything major mechanic wise needs to be base." They had a harder time maintaining the older games when major mechanics were locked.
They also retro update DLC. So a DLC has the potential to get more added.
soon to come will be a whole new concept of playing the game, which will be with the Roads to power DLC.
Also, mods can give you a whole new theme to the game, like Lords of the rings, fire and ice, etc. With their own custom mechanics and assets. Modding is built in to be as expansive as possible.
Btw, there should be a sale on both the base game and DLCs within a couple months (when the next DLC is released later this year; no exact date yet but I bet on Sept/Oct)
Buy it at your own risk, but I can assure you, you'll want to refund when you reach 4-5 hours of gameplay...

CKII, for all its immense depths of content and flavor was anything BUT historical.
You can sacrifice prisoners to Odin as a Viking in order to gain immortality in that game.
You can literally be both the honest-to-god anti-Christ and the pope, while ordering crusades to retake Jerusalem for the one-true-faith that most of Christendom will actually go along with.
These are just the two most flagrant examples of anti-historical elements that I could think of off the top of my head.
Play CKII if you want, but not for the historical accuracy.
I would say "Tours and Tournaments" and "Royal Court" dlc are must have if you want to buy dlcs
