Yes you can buy anyone free if you interact with them. I've done it countless times, sometimes they don't accept due to various factors but most of the time you're able to buy them out unless they're an important target in a war etc.
I did and on that ruler who has imprisoned her too. But in both cases I got no option to buy her out.
How? I tried a lot but I dont find a way to buy her out.
Add them to your court via command and then ransom them.
Tried it and it will work. If they held land or were a vassal to somebody else you would have to work it with more commands. If they were an adventurer I'm not sure if there's commands for adding them to your court yet.
You can even jack heirs that way - but you will lose them again when heirs get yoinked back at succession.
OK but this is not the way I want to deal with it.
Anyway it would be nice if this will be possible with future updates and be part of micromanagement when it comes to relationships with member of your court.
No there is definetely no option.

It's there. I have had it where I couldn't get the option, but I wasn't sure why. You may only be able to do this with close family.
