Its likely they're buying Merc or nearby lords of the same faith are joining in.

Kinda need a bit more information to really offer any advice. When you say enemies, this is happening to you consistently? Are you checking how many allies they have before declaring war? Can be a good idea to check their gold reserves as well, which'll let them hire mercs (and maybe hiring them all yourself so the enemy can't). Also, might be a bit wary fighting admin rulers, because they can requisition armies with influence.

One thing that works fairly consistently if you're open to some save-scumming is to check the enemy leader's status and, if they're in it, siege the enemy's capital, save a week or so before it finishes, then reload it until you capture them, which'll give you 100% war score (or 50% for their heir if they're there). Can also do it if they're leading an army, but you will then have to defeat that army (and then the same: save before the battle, reload until you capture them, et voila).

A rule of thumb: if the enemy is too strong, immediately surrender. Having your raised army drain upkeep and even worse, losing troops in pointless battles is irrational.
