AI Refuses to build in holdings
as the title states. the ai in this game is actually atrocious. I've been playing for about 100 years and the ai barely develops land at all. not sure about other realms but in mine specifically (I'm playing as china) some of my vassals have treasuries of literally tens of thousands of coins and they REFUSE to develop their lands. I give them vassal directives to develop lands and they just won't. there's cities and castles with empty building slots and they won't do it. This is so frustrating. Is there a mod of some sort that would make the ai actually somewhat proactive with this?

okay so apparently its because they wont build in the territory of their own vassals for some reason? looked at one of those empty cities and i gave the specific holder of that city some money and he built just fine. i wish there was a way to make my stupid chud empire vassals send more money down to their subjects rather than hoard it all

Yeah the AI only builds in their own holdings, and even then they need a fair bit of excess gold to care enough to do so, and some personality types like greedy are even more hesitant.
You have to gift gold to the vassals. you can also use directives to encourage them to build.
that being said, don't rely on the AI to build for you, they have awful building habits
i have a theory they intentionally keep this bad as a crutch for mp dudes who hate AI

No , its just that most poeple would have they ego hit if they were beat by ai . There is plenty of game with good ai without it cheating in ressource or else , but those are niche game . If you really want a good ai you have to script it yourself .same for building , while taking into account that there is event that require money , if you really want the ai to develop more , you may want to create a mod that change what & how ai play . btw same for ai army management ....
If you are a head of your house (as you should be) and have secured high house unity, you can issue the commandment for your house to build.

By default AI rulers save money for mercenaries and spend it on men-at-arms, you have to ensure peace and stability for building investments not going to waste by losing wars.

Pretty much. The only personality types that are inclined towards building are builders (kinda obvious) and pious builders (this was added not too long ago; idk how they behave just yet. Probably focuses on temples and piety). They still have to have quite a lot of extra gold before they start building anything. You really see it in the 867 start date; the AI very slowly builds since the gold economy is low at that point.

But yeah, as someone else said, don't rely on the AI to build buildings for you; it's completely stupid.
If you disrupt AI with mods it was not coded to account for, then sure.

In an unmodded 867 start as Sultanate of Egypt 40 years in, I have secured realm peace and issued commandment, and there are new buildings everywhere.

So calling AI completely stupid and unreliable is an unfair generalization.

i am missing something where is the edict/commandment buttons ?
House button bottom left, bottom of the window "Encourage House to improve economy".
yeah you need to "sponsor" a building or two for the ai to have enough money to do anything with their holdings.
The AI only considers immediate circumstances and is generally programmed to devote far more attention to not being caught with its pants down than any human player would.
Like everyone said step one they need money, and not be greedy then they need more money. Two issue a "sponsored" building program. They not making the kind of coin you are making so they not gonna invest heavy into stuff. You can easily influence them to spend some money and even gift them cash as well
