I can build barracks without having the barracks innovation

I am playing as Duchy of barcelona, my capital at the moment is Urgell, I have noticed i can build all military buildings with the barracks innovation that is still at 5 or 6%. I have looked into the Iberian Struggle modifications because i am involved in, but i couldnt see anything related to being able to build military buildings without the innovation. Anyone has an explanation?

I believe the buildings you can build are based on the culture in the province. Not your own culture.

The innovation "Barracks" only unlocks the upgrades. The basic versions are always available.

I own only two cultures at the moment, mine (Catalan) and the Basque and both don't own the barracks innovation.
Do you mean that the barracks innovation unlock the 2nd level of all military buildings and the basic 1st level building are always available?
