Best I can think of would be... either to get a dynasty member you have a strong hook on into power, or to send your spymaster and hope he does something particularly juicy.

As far as I know, having someone from your Dynasty as the Emperor of the HRE, makes you unable to form Austria.

Get the Talent Tradition, that grant Strong Hooks, if you pardon a Subject/Courtier, then get an Claimant with an Criminal Secret in your Court, reveal the Secret, pardon them and push their claim against the Emperor.

There's a culture-reformation option to get strong hooks by being best friends, I think it's the quickest way to get one.

Have your spy master find secrets. It’s not guaranteed but it’s one possible way.

A way to game it would to become a witch, then convert your leige (or their heir) to a witch. But don't make your heir a witch. Then, when you die and take over as your non-witch heir, you know your leige is a witch and can "discover" the secret with your spymaster and then blackmail them with a strong hook. This is assuming your/their faith has witchcraft as criminal

There's a -100 modlifer for being different ranks (Emperor vs Duke) and -75 if he's fraconian so sadly I have no chance of every doing that.

Also it seems that if the liege already has a secret that isn't serious, you will always get a weak hook, not a strong hook, and after you learn it there's a cooldown and aaaaa.

Anyone had any luck so far?
There seems to be too much RNG involved in this achievement.

Get the legacy that gives a high chance of getting strong hooks on liege when you throw a grand wedding. Then make sure the emperor is your direct liege, likes you, and take the diplomacy intent against him as you throw your 5+ grand weddings.
