So basically, it's more money because it's bigger and meatier. A lot of work went into it, it brings a lot of new features, and so it costs quite a bit of money.
It costs no more than Royal Court, for the record, so it could simply be that the value of your local currency has dropped substantially since Royal Court. Wouldn't surprise me, as that's the world we're in today.

Paradox needs a walk of shame.
Seriously though, if paradox is being priced out of the market by ANOTHER GAME THEY PUBLISHED then I really have no words, make your DLC's affordable. A 38 dollar DLC better be like "War of the Chosen" levels of content for Xcom 2. This does NOT look like that.
