The Culture trait only applies to DUKES and below. Which REALLY blows because of how useful Raiding is when interacting in the world.
Which sucks considering the regent system makes Prestige MORE useful, so exchanging x2 Prestige x1 Gold would feel more balanced, but now Gold is WAY more valuable and needed with the new building system.

One better way they could balance it is if the Prestige cost rises higher in later eras, early medieval can be x2 prestige per gold, x3 in high and x4 in late.

Although, yea, pirating was more an EU/Age of Exploration-Rennaissance thing.
There really were only two navies in the Middle Ages, Byzantine and Mideast Islamic Caliphates.
