The Culture trait only applies to DUKES and below. Which REALLY blows because of how useful Raiding is when interacting in the world.

I understand the nerf but it would make way more sense to apply it to an empire title but allow kingdom level and below.

Which sucks considering the regent system makes Prestige MORE useful, so exchanging x2 Prestige x1 Gold would feel more balanced, but now Gold is WAY more valuable and needed with the new building system.

In fact, this trait is pretty much worthless considering that only Cultural Leaders can add them, who are FAR more likely to have titles higher than Duke. Why would anyone add a trait that empowers their VASSALS but not themselves????

I'm sure PDX had good reason, but how now will we live our Midieval Pirate Kingdom Power Fantasy?

.. why? Lol. Empire nerf, sure, but why not kingdom and below?

Only if there are historical examples will they reverse the decision. Not raiding as a progression of government makes sense, the advancement of statecraft is about gaining Legitimacy. A state feels more legitimate if they actually honor borders and states of official peace.

One better way they could balance it is if the Prestige cost rises higher in later eras, early medieval can be x2 prestige per gold, x3 in high and x4 in late.

I'm at work so I can't play at the moment but I'm assuming you can still raid as an empire if your religion is unreformed?

Privateering (State-sanctioned pirates) appeared as early as the 13th century!

Although, yea, pirating was more an EU/Age of Exploration-Rennaissance thing.

There really were only two navies in the Middle Ages, Byzantine and Mideast Islamic Caliphates.

I still liked creating an alternate history pirate kingdom hub

Quoted from their 1.9.0 Lance Changelog:

- Practiced Pirates is now restricted to non-tribals of duke tier or below, or else realms no larger than approximately the size of Wales, to prevent the entire HRE taking up piracy on the Emperor's orders

So no, religion plays 0 part in it.
