You can consult the CK3 wiki of Trait inheritance[ck3.paradoxwikis.com] for accurate percentages.
When you have a congenital trail, you have a chance of passing it on based on a % chance. For example, Hale has a 0.5% chance to be passed on, but this is affected by incest, perks, legacies and such. Consulting the CK3 wiki on Legacies[ck3.paradoxwikis.com], Blood level 2 gives a +30% chance of reinforcing congenital traits. This sums to 30.5 with that initial 0.5. Level 3 is a -30% chance of inheriting bad congenital traits and a -30% chance of new ones appearing.
These are all just base values. Traits are kept in the DNA of game characters, you can have children with the Genius trait but dormant and inactive. If your character has Genius but his son doesn't, he likely actually does and he can still pass that on to your grandchild. Like real life, traits can skip a generation. Don't panic if your good trait isn't passed on (I've seen people kill off their weak children or restart a run early on because of this - don't).
With this in mind, remember that all characters likely have many unseen traits laying dormant in their DNA that can be passed on. All of this combined does impact your % chance to reinforce traits.
This brings us to the crux of CK3. Incest is the name of the game. You want to reproduce with members of your dynasty - how close you choose them to be is up to you. The closer they are, the higher the % chance of reinforcing traits but also the higher the chance of new bad ones and deformities.

About this, do you mean congenital marriage have an absolute inherant chance to pass on a trait or is it more "coincidental" given the fact that your cousin (for exemple) likely has the trait, even as dormant from your common ancestor who had it ?
Also, can trait stay dormant/inactive for more than one generation or are they "stamped out" for good if a character with an inactive trait doesn't pass it to a child as active ?

IIRC reinforcing traits is also about bumping it up a tier, not increasing the chances of inheriting it. So only the Blood 1 legacy increases the chances of inheriting a trait. Blood 2 would increase the chance of eg. quick leveling up to intelligent when inherited, rather than affecting the chances of inheriting quick in the first place.
