Question about building slots

I figured out that county capitals have one extra slot, and then realized that duchy capitals also get a separate unique duchy building slot.

I'm playing the tutorial as Ireland and noticed that the one place in Ireland that seems to buck the trend here is the capital of the Duchy of Meath on the east coast of Ireland, Dubhlinn. Is this because culture there is Norse?

Not all Duchy capitals have the special duchy building slot. It doesn't depend on the culture, it's just that some don't have it.

That said, culture does affect what you can build most of the time.
