I was a unreformed tribal norse ruler and held the kingdom of Sicily (every last county) but I did not get the achievement. I got there around 980. That why?

Do you have malta ? It's part of Sicily normaly you have until 1047 to do it so 980 isnt a prob

Ah I found the reason, one of the requirements was not listed by AC and I checked the site myself:

No custom character.

Kinda dumb you have to literally check the wiki site to exactly know how to get achievements.

Yeah, those limits on custom characters are pretty weird. I remember some of the early communication about Fate of Iberia it was unclear what achievements would permit a custom character and which would not. It seems kind of odd for it not to pop either way.

You can use a RD character, you can just not play as the character yourself. This is the case for all (atleast I cant think of one right now where this isnt the case) achievements saying you cant use RD

The limit is 1 RD btw, if you create 2 you cant get any achievements

I believe the achievement is bugged, I just played a Haestienn run to get this achievement. I know for a fact I had the entirety of Sicily, since it was checked off in the Reclaim the Mediterranean decision and I held the title of King of Sicily that's how I got Haestienn's achievement. Pretty frustrating wasting 10+ hours to get a single achievement, just to have Haestienn die of old age and my succession goes to ♥♥♥♥.
