Can the AI take the decision "Become Chakravarti"
In my game to my surprise the AI has managed to take full control of all Indian empires. The ruler fulfills all criteria for the decision (as I can see from the wiki. He's an adult, independent, is max level piety, has his capital in India, completely controls all three empire titles and follows a buddhist religion. He also has about 25k gold so he should be able to afford it.

Are some of the decisions locked to players only?

Some decisions are locked to be player only. Fun fact: the "abandon/adopt celibacy" perk decisions are player only, and that perk does nothing but unlock those decisions.
Anyways, Chakravarti is not player-only. The reason NPCs tend not to take it is that it has a very large check interval. With a few exceptions, NPCs are "passive" in how they make decisions, only running the logic to check if they should do thing X every Y number of months. In this case, Y = 120 months, or 10 years.

Prior to the last update-after a few 1000hrs-i had never seen the AI take any Major Decisions except Found a Holy Order. No Portugal decision. No Steward of the River or Mend the Great Schism, Become Saoshyant or Chakravarti. Not even Form the HRE.

But since that update i have seen the HRE formed almost every playthru-eventually-so something was tweaked.

But dont hold your breath.
