Missing Province Men at Arms bug?

This is my first time playing Administrative, so I may be missing something, but I don't think so.

I joined the HRE as a landless vassal, become a landless noble, then was able to gain the governorship of Holland. Holland apparently came with two MaA regiments and about 150 levies, however, they appear to just be "missing". As in, apparently they're "raised" but they're actually not, since I have no armies raised AND they're not being used by my liege or another governor since I can't recall them.

So...where are they then? If I try to raise my army, I get a "0" size troop. I can't station the Men at Arms either.

Is this a bug, a bad mechanic, or am I just missing something? Only thing I can think of are the two wars my liege is doing may have something to do with it, but again, the "Reclaim Troops" button isn't available since I apparently control all my troops, so they're not being used by my liege.

If it is a bug, are there any debug commands I can use to fix it?
