Tax Jurisdiction
As I'm working my way through this, I got to briefly become the HRE Emperor.

So what are tax jurisdictions, and how do I create them, and why would I create them?

Basically, I'm at a loss. lol

There's a bit of a non sequitur from the first to second sentence. Tax jurisdictions are a clan government thing and you typically won't be clan government if you're Holy Roman Emperor. They're not really relevant for a feudal or admin emperor unless you've conquered some clan vassals (in which case I'd probably just revoke the territory or give them to a higher tier feudal vassal).

You create tax jurisdictions by clicking on the icon at the bottom of the vassals tab in the realm menu and, long story short, they're the worst thing about clan government. You have to assign tax collectors to a limited number of slots (more busywork) and only by assigning vassals to one of these collectors will they pay their taxes. This means there's a hard cap on the number of taxable vassals you can have and early on, it's quite low. Also really, really wants you to be Persian; they get traditions and dynasty legacies that help with it. If/when you do play as a clan faction, try to make sure you get Persian tax collectors which can be a bit of a pain in the arse if you're the wrong religion or a significant distance from Persia.

You might...might have tax jurisdictions IF you have clan rulers. So, let's say you conquered Jerusalem AND, an Islamic / Clan ruler still occupied a town or county, it is certainly possible that you see a tax collector slot open up but...just revoke/convert that ruler and it will go away.

Usually all "infidel" titles would be revoked but, occasionally it fubars and you'll see a clan person still staying on. But, some wars do not remove ... instead subjugate..in which case, revert back to the top of the post.
