I can't even begin to tell you how many battles/wars ended because I completed a siege before the enemy with enough time to arrive at their siege and kick tails.
Of course Onagers will be phased out but, there are more important things to unlock before the next siege weapon and unless its selected as the "exposure" fascination, I would work battlements 1st followed by burhs, manorilism and the bottom right that adds a slot. :)
If I had to guess, you're seeing a big increase in siege speed, now that you have a siege unit, and can thus siege early game Castles at a normal speed, since your Onagers are effective against the given Castles' Fort Levels. Each Onager you add will increase the speed, but at .1 siege progress per unit, it's not a ton.
However, MAA stacks get larger over time, and you unlock better forms of siege equipment that add more daily siege progress per unit, so you'll start seeing more noticeable improvements. I always heavily invest in siege MAAs, because being able to take Castles in days instead of months makes a huge difference.
There is a little known unique unit, that has 0.1 siege progress.
Combine it with a general with Sappers and it does as much siege progress as the lowest tier of siege weapons! XD
Onagers you might not want to bother raising beyond size 3, but the later ones you will except if you are soon to unlock the next tier siege unit.
